Well, maybe not if the tank is changed into something larger...which it hopefully is ! What size is the engine ? On a touring bike that is so bloody cheap I would not waste money on a new exhaust pipe. What was it Polar Pilot said ? If it works, don't fix it ! Add the bags and off you go ! Have fun ! Peter.
